How to Get Vehicle NOC from RTO: Complete Step Guide
A step-by-step guide to obtaining your car or bike’s RTO clearance certificate
If you’re moving your car or bike to another state, selling it to someone living outside your current registration area, or even sending it abroad, you’ll need one document before anything else — the No Objection Certificate (NOC) from your Regional Transport Office (RTO).
This certificate tells the new registering authority that there are no pending taxes, fines, or disputes on your vehicle. Without it, the transfer process can be delayed or even stopped completely.
What an RTO NOC Means
An NOC is a formal clearance letter issued by the RTO where your vehicle is currently registered. In simple terms, it’s permission for your vehicle to be moved to another jurisdiction or re-registered in a new location.
It’s not valid forever. Normally, you have six months from the date of issue to use it. If you wait too long, you’ll need to apply again.
When You’ll Need an NOC
You’re likely to require an NOC if:
You’re relocating to a different state and want to take your vehicle along.
You’ve sold your vehicle to someone in another state.
The vehicle is being exported outside India.
In some situations, even shifting the vehicle to another RTO office within the same state.
Documents to Arrange First
Before starting the process, make sure you have:
The original Registration Certificate (RC).
A valid Pollution Under Control (PUC) Certificate — physical emission test is mandatory in India.
Active insurance for the vehicle.
Aadhaar card or another valid ID proof.
Form 28 in three copies.
Proof of cleared challans, if any.
Road tax payment proof, if applicable.
Financier’s consent letter if the vehicle is under loan or hypothecation.
Step-by-Step Process to Get an NOC
Step 1 – Check if your RTO accepts online applications
Visit Parivahan.gov.in to see if your state offers online NOC applications. If not, you’ll need to apply at the RTO in person.
Step 2 – Fill out Form 28
Download the form from Parivahan or collect it from the RTO. Fill three copies carefully with accurate details.
Step 3 – Attach the required documents
Include copies of the RC, insurance, PUC, ID proof, and road tax clearance. If the vehicle is financed, attach the financier’s approval letter.
Step 4 – Submit to the RTO
Submit your application and documents to the RTO where the vehicle is currently registered. Some RTOs may require a physical inspection of the vehicle.
Step 5 – Pay the fee
The cost varies by state but is usually between ₹100 and ₹300. Confirm with your RTO.
Step 6 – Police verification
The RTO will request a police check to confirm that the vehicle is not stolen and has no criminal cases linked to it.
Step 7 – Collect your NOC
If everything is clear, the RTO will issue your NOC within three to seven working days.
Key Points to Remember
An NOC is valid for six months — apply for re-registration or transfer before it expires.
If you don’t go ahead with the transfer, cancel the NOC at the issuing RTO.
Keep both physical and digital copies for future use.
Clear any pending taxes or fines before applying to avoid delays.
Final Word
The process of getting a Vehicle NOC is simple once your paperwork is in order. Whether you’re relocating, selling, or exporting your vehicle, securing this clearance keeps the transfer legal and problem-free.
