Process for Vehicle Registration Transfer

1. Obtain NOC from the Original RTO


To start, visit your current RTO and apply for a No Objection Certificate (Form 28). This confirms there are no pending challans, road tax dues, or other issues with the vehicle.
The RTO usually processes the NOC in 3–5 working days.

2. Pay Road Tax in the New State


After relocating, you must pay the applicable road tax in the new state, which varies depending on the vehicle type and value. Retain the payment receipt, as it will be required for re-registration.
You can also apply for a refund of the road tax paid in the previous state after obtaining the new registration.

3. Apply for Re-registration at the New RTO


Visit the new state RTO with your NOC, Form 27, RC, and other supporting documents. The RTO may inspect your vehicle for verification of the chassis and engine.

The re-registration fee typically ranges between ₹300–₹1,000 for private vehicles, with an additional smart card issuance fee of around ₹200. Fees may vary by state.

Once processed, the RTO will assign a new registration number and issue a smart RC card or digital RC through the mParivahan portal.

4. Road Tax Refund from Previous State (Optional)


Submit the new registration copy and NOC to your previous RTO to claim any eligible refund for the road tax already paid. Processing times vary depending on state rules.

Timelines and Validity


The NOC is generally valid for six months from the date of issuance, although some states may accept up to a year. Re-registration should be completed within 12 months of relocating. The new registration remains valid for the remaining period of the original RC, usually up to 15 years for private vehicles, and is renewable as per state regulations.
